PROMESHA
PROMESHA (Programa de capacitación para el Mejoramiento Socio Habitacional) is a programme for capacity building in Latin America, and was run between 1995 and 2009. Sida (Swedish International Development Cooperation Agency) financed the main part of the activities through a general agreement with HDM.
The goal of PROMESHA was to contribute to improve housing conditions for low-income groups in Latin America through better use of resources and greater awareness among decision makers. This was achieved by working for well-articulated and just housing policies, with regulations and building norms that are appropriate for the existing needs and resources.
Activities were conducted such as workshops, policy seminars, regional courses and research, in a coordinated fashion, in Bolivia, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua and Peru. The capacity building activities were directed to the actors working with housing issues on different levels. This included representatives from non-governmental organizations and local governments who work at the micro-level, as well as decision makers at the national level.
